From the rise of the Wolfpack to the drive for victory in the Pacific, we profile the strategic masterminds and the rapid evolution of technology and tactics, as the threat of undersea warfare...。在网走监狱，末广胜治（高倉健 饰）、北野铁雄（宍戸錠 饰）、石松五郎（田中邦衛 饰）三人结为兄弟，铁雄后因保护胜治而被狱友杀害。出狱后，胜治和五郎辗转来到铁雄的家乡北海道，并发誓为兄弟报仇。在铁雄的妻子冴子（生田悦子 饰）的劝说下，二人打消复仇的念头，从此在铁雄创立的北野土木会社安顿下来。适值此时，政府正在修建北海大坝，北野土木和大沼仪一（金子信雄 饰）经营的大沼土木皆是工程的主要承包商，双方不可避免摩擦不断。胜治年轻气盛，对手狡猾凶狠，双方的较量不断升级…… 本片为“网走番外地系列”第18部作品，也是最后一部。。
